Washing after the bathroom has little to do with the act of going to the bathroom and everything to do with an attempt to get people to wash their hands fairly often. Once everytime you make a trip to the loo is about right. Urine is sterile and the cursory wash done at the bathroom is not sufficient to really remove coliform bacteria. But if people didn't wash their hands very often, diseases (completely unrelated to excrement) would spread much more rapidly.
